Why can not my vet puppy find the cure for my puppy coughing problem? Is the specialist the only way to help?

My puppy is 4 months. Its a Maltese. After 5 days to welcome him to my house, I'm scared. He coughed as he choked on something. I brought to vet. They told me that he had kennel cough. After 3 rounds of antibiotics, not get any better. Until now, it's still coughing. He's only cough when he wakes up and exercise. I had the x-rays and blood test two days ago. X-ray was clean, which has no problem trachae (as a dog toy). With his blood test, however, the vet suggested I take my puppy to a specialist. They said that my puppy has an infection of white blood. Other puppies had some problems like my puppy? It is my intention to be ok baby? He is still eating, drinking, sleeping and playing normally. Was 2.3 pounds in 2 months, now is 4.6 pounds.
